Abstract

This study analyzes the implementation base outcome of the Guru Penggerak Program (PGP) as a requirement for school principal appointments in Indonesia, focusing on access equity, implementation challenges, and principal perspectives. Using a policy analysis approach based on literature review and secondary data, this study examines the relevant regulations from Permendikbud No. 40 of 2021 to Permendikbudristek No. 40 of 2024. Of the 186,454 Guru Penggerak trained since 2020, only 12,400 (approximately 6.7%) have been appointed as school principals (outcome), while the ratio of Guru Penggerak to total national teachers (1,126,195) remains very low at 13%. The findings reveal that this policy faces various structural challenges, including geographic inequality in program access, resistance from school organizational culture, and limited technological infrastructure in underdeveloped areas. SWOT analysis reveals that the program's strength lies in its comprehensive instructional leadership framework, while its main weakness is urban bias and inter-teacher qualification gaps. This article recommends strengthening equitable access, reforming teacher education institutions (LPTK), and multi-stakeholder collaboration as strategies for improving PGP effectiveness in school leadership succession (outcome)
